If the New Hire is unable to present documents that show their identity and employment authorization within three business days of the employment start date, they must atleast present an acceptable receipt for Form I-9 in place of List A or List B & C the document. In that case, you the employer can complete Form I-9 Section 2 by recording the receipt details, but have to wait to create a case in E-Verify. You They cannot initiate E-Verify process until the employee provides actual document for which the receipt was presented.
