What states use Federal Form W-4 for their state tax purposes?

The states of North Dakota (ND), New Mexico (NM), and Utah (UT) utilize the Federal Form W-4 for state income tax withholding. Note: Colorado also used the Federal W-4 form for state tax withholding before 2022. However, starting in 2022, the state introduced a new form, the Colorado Employee Withholding Certificate (Form DR 0004), for state tax purposes.

Sample tax withholding forms for these states are provided below:

North Dakota

Example: When the work state of a New Hire is "North Dakota"



New Mexico

Example: When residence state of a New Hire is "New Mexico"



Utah

Example: When the work state of a New Hire is "Utah"



How to complete state tax withholding forms for these states?

To complete the form enter a value in Step 4(c) or check the checkbox if exemption is applicable.




The tax filing status in Step 1(c) will automatically populate based on the selection made in the Federal Form W-4.

If you change the tax filing status, the following error message will appear when signing the form.




The tax forms remain editable until the onboarding information is submitted to HR through the "Submit to HR" activity. If the tax filing status is modified on the Federal form but remains unchanged on the State tax forms, an error message will appear when completing the "Submit to HR" activity.
