Restart option allows I-9 Specialists to reopen the previously completed activities from I-9 Section 2 (Complete I-9).
When this action is performed, the activities that are completed earlier, open up for the New Hire to enter/edit and resubmit the information to HR for review and processing.
Who can do restart activities from I-9 Section 2?
Only I-9 Specialists can perform restart activities from I-9 Section 2.
How do you perform restart action from I-9 Section 2?
The Complete I-9 activity can be accessed using "My Tasks" console. Click "My Tasks" link on the home page Quick links bar or from the left navigation under Consoles.

All New Hire invitations whose onboarding process is at a point where the Complete I-9 activity is available and has not yet been completed are shown. Choose an invitation to perform restart action and click on the corresponding Complete I-9 link.

Another way to access "My Tasks" is through Elasticsearch. Click on the Elasticsearch icon.
Select "My Tasks" in the Elasticsearch Category and enter a search keyword. Here, "All/all" is entered as the search keyword. Click on the "Search" button.
The search result shows all the rows with pending "Complete I-9" activity for that keyword. For any invitation ID, click on the "HR Tasks - Complete I-9" link.
When clicked on the link, Form I-9 Section 2 opens for the I-9 Specialist to enter the document information.
If you want the previous activities to be edited or entered again by the New Hire, click Restart Section 1 button provided at the bottom of the Section 2 page.

Which activities can you restart from Section 2?
Depending on the product, the activities that you can restart from Section 2 differ. From Smart Onboarding Section 2, you can restart Electronic Biographic Information (EBI) and Form I-9 Section 1 activities whereas from Smart I-9 Section 2, only Form I-9 Section 1 can be restarted. Smart I-9 product has no Employee Biographic Information in its New Hire's process. Hence, only Form I-9 Section 1 is available in restart activities.

When restart action is performed, you will be navigated to the Restart Activities page.

As discussed above, the "Restart EBI" is available only in the onboarding product but not in the Smart I-9.

Let us consider an invitation with I-9 Section 2 pending. 'Complete I-9' activity showing as pending in My Tasks Console is given below:

When the restart action is performed, the process state of the transaction changes to the 'Restarted' state which can be viewed by navigating to Invitation Console/Elasticsearch Invitation category.
Before restarting the EBI activity from Section 2, let us check the process state of the above invitation through Invitation Console or in Elasticsearch Invitations category.

To perform 'Restart EBI', click on 'Restart Section 1' button provided at the bottom of the Section 2 page.

Select Restart Group as "Restart EBI", enter the comment and click Submit.

This opens the Process Viewer page and shows Biographic Information, I-9 Section 1 & Submit to HR as pending for the candidate.
The New Hire has to complete these activities again and submits to HR for further HR processing.

When New Hire logs in, EBI, I-9 Section 1 & Submit to HR activities show as pending under 'Outstanding Tasks' in the home page.
By clicking on the 'Biographic Information' link, New Hire can access the EBI activity.

The EBI page opens up for the New Hire as below. After completing EBI and Section 1, the changes can be submitted to HR. This is the normal restart EBI flow when no changes are made to the home state in the address information.

If home state is modified, then there will be an impact on the downstream activities. The New Hire must redo the tax forms and other payroll activities before submitting the onboarding information to HR.

To change the address, click on 'Edit' under Home Address.
Enter the new home address and then click 'OK'.

A message displays about the impact on Tax forms. Click 'OK' on the message.
The new address populates on the EBI page. Click on 'Save' button.

The process then navigates to Section 1 activity under Payroll and Taxes. Note that the tax forms are all in hold status. After Section 1 is completed, the other activities including tax forms under Payroll and Taxes open up for editing.
Acknowledge and complete I-9 Section 1.
When the New Hire completes Section 1, the process state for this transaction gets updated with the latest status. The I-9/HR Specialist can view this in the Invitation Console/Elasticsearch Invitations as shown below:

The process now routes to Pay Check Preferences. After completing Pay Check Preferences, click on tax forms in the menu navigation.
The tax forms open up in edit mode. The New Hire should complete all forms under Payroll and Taxes and then submit the data to HR.

Can preparer/translator edit the activity in Section 1 restarted process?
The preparer/translators that are assigned with the main process, cannot edit the activity in Section 1 restarted process. The preparer section from the main flow will be in read only mode in restarted process.
If preparer assistance is required in this process, the New Hire can invite/add a preparer and assign them to Section 1 activity.
Given below is an example of Section 1 restarted activity for a New Hire.
Use "Add Preparer" option if preparers are already assistance is required in completing Section 1.
This will add a designated section for the newly added preparer. Click "Save" to let the preparer complete Section 1 transaction.
