This section includes information about the documents the New Hire provided to support their eligibility for employment. Upon initial access to this activity, all fields will be blank. The employer must enter details for either a document from List A or a document from List B, along with a document from List C.
What are the acceptable documents for Form I-9?
New Hires may provide either a document from List A, which establishes both identity and employment eligibility, or a document from List B (establishing identity) along with a document from List C (establishing employment eligibility). They must present their employment eligibility document(s) to the employer within three business days of the start of employment. If they are unable to present the required documents within this timeframe, they must at least provide a receipt for the application of the document and submit the actual document within 90 days.

How do you record New Hire's document details in I-9 Section 2?
In Section 2, the I-9 Specialist must record the details of the employment eligibility documents presented by the New Hire, selecting either from List A or from List B and List C. The documents available in the List A dropdown vary based on the New Hire's citizenship status selected in Section 1. However, the documents listed in the List B and List C dropdowns remain unchanged regardless of the New Hire's citizenship status.
The I-9 Specialist must select at least one document from List A, or one document from List B and one from List C.
When recording the document details, the following fields must be completed for either List A or List B and List C. Please note that the information required may differ depending on the New Hire's citizenship status.

Document titles available in List A when New Hire's citizenship status selected as "A citizen of the United States" in Section 1 is shown below:
Click on the lookup icon to select the Issuing Authority.
The Issuing Authority selected on the lookup page will populate in Section 2.
If you enter the Issuing Authority manually rather than selecting from the lookup, ensure that the value matches the Issuing Authority description provided in the lookup.
If an invalid value is entered, the following error message will appear on the page when Section 2 is saved or electronically signed.
2. Citizenship Status = A noncitizen national of the United States
The Document Titles listed in List A for the citizenship status "Non-Citizen National" selected in New Hire Section 1 are the same as those presented for a citizen.
3. Citizenship Status = A lawful permanent resident
Document titles available in List A when New Hire's citizenship status selected as "A lawful permanent resident" in Section 1 is shown below:
In this example, "Foreign Passport with Temp. I-551 MRIV" is selected as the document. To select the Issuing Authority click the lookup icon.
On the lookup page, scroll through the available options and select the one that applies. The chosen Issuing Authority value will then be populated on the Section 2 page.
If you enter the Issuing Authority manually rather than selecting from the lookup, ensure that the value matches the Issuing Authority description provided in the lookup.
If an invalid value is entered, the following error message will appear on the page when Section 2 is saved or electronically signed.
In this example, "Foreign Passport with Temporary I-551 MRIV" has been selected in List A as the New Hire's employment eligibility document. The document title "Machine-readable immigrant visa (MRIV)" and the Issuing Authority "U.S. Department of State" are displayed in the second row of List A in read-only mode.
4. Citizenship Status = A noncitizen authorized to work
Document titles available in List A when New Hire's citizenship status selected as "A noncitizen authorized to work" in Section 1 is shown below:
Here "FSM Passport with Form I-94" is selected as the document title. To select the Issuing Authority click on the lookup icon.
The Issuing Authority options for the document selected in List A will be displayed on the lookup page. In this case, with "FSM Passport with Form I-94" selected in List A, the Issuing Authority will be "Micronesia, Federal States of." Click on the link provided under the description.
If you enter the Issuing Authority manually rather than selecting from the lookup, ensure that the value matches the Issuing Authority description provided in the lookup.
If an invalid value is entered, the following error message will appear on the page when Section 2 is saved or electronically signed.
The Issuing Authority selected in the lookup will appear on the Section 2 page as shown below. Enter the Document Number and Expiration Date. Additionally, the second row in List A will open to allow you to enter the Form I-94/I-94A details.
List B Documents
Irrespective of the employee's citizenship status chosen by the employee in I-9 Section 1, the options available in the Document Title drop-down for List B remain unchanged.
List C Documents
For the Citizenship Status = "A citizen of the United States" and "A noncitizen national of the United States", the document titles available in list showing List C are as follows:

How do you complete Section 2 for an employee under the age 18?
Completing Form I-9 Section 2 for minors (under age 18) is slightly different when they are unable to provide the required identity documents for Form I-9.
Minors can present any acceptable documents that verify their identity and employment authorization. They may choose from documents in List A or from List B and List C, depending on what is available. If they cannot provide any of the acceptable identity documents for Form I-9, use the "Individual under Age 18" option available in List B and select a document from List C to establish their employment authorization.
Note: The "Individual under Age 18" document title is available in List B only if the Legal Entity (Company/Business Unit) is not participating in E-Verify.
How do you attach I-9 supporting documents in Section 2?
After recording the document details in Section 2, the I-9 Specialist can upload supporting documents as needed. If the checkbox labeled "Check here if you used an alternative procedure authorized by DHS to examine documents" is selected, attaching supporting documents in Section 2 will be mandatory if the New Hire did not attach any documents in Section 1.
Note: This alternative process is allowed only if the Legal Entity (Company/Business Unit) responsible for the employee's hiring is registered for E-Verify, meaning the Company or Business Unit has been configured in the DHS Client Setup. If the Legal Entity (Company/Business Unit) is not enrolled in E-Verify, this checkbox will be disabled.
If the alternative procedure checkbox is selected and no attachment is present in either Section 1 or Section 2, the following error message will appear when attempting to save the Section 2 activity.
Note: If Section 2 is assigned to a remote user and the checkbox labeled "Check here if you used an alternative procedure authorized by DHS to examine documents" is checked by the remote user, they must upload supporting documents when completing Section 2 if no documents were attached in Section 1. The I-9 Specialist does not need to add an attachment during the Section 2 review unless they delete the attachment uploaded by the remote user. If the attachment is deleted, the system will prompt the I-9 Specialist to add a new attachment during the Section 2 review.
Even if the checkbox labeled "Check here if you used an alternative procedure authorized by DHS to examine documents" is not checked, you may still be prompted to upload attachments in Section 2 if they were not provided in Section 1, particularly if attachments are configured as mandatory for I-9 activities.
To upload attachments, click on the "Attachments" gadget provided at the right bottom corner of the Section 2 page.
On the File Attachments page, click the "Upload" button.
Click "Choose File" and select the file you want to upload as an attachment. Documents in png, jpg, jpeg, gif, bmp, and heic formats are allowed. There are no restrictions on the file name; and it can be the same as the name of a previously uploaded file (if any).
Once the file is attached, select an appropriate "Attachment Category" from the drop-down list. Use the same procedure to upload multiple attachments.
If an attachment category is not selected the following message will appear when you click the "OK" button to exit the page.
Note: To prevent issues with uploading large-sized images, the system automatically compresses attachments that exceed 1.5 MB. Images in "png" format or those smaller than 1.5 MB do not require compression. For images larger than 1.5 MB in "jpg," "jpeg," "gif," or "bmp" formats, the system will apply compression when they are added as attachments.
Once uploading of the file attachments is done, click the 'OK' button. This will save the attachments and return to the activity page.
The attachment gadget will show an indicator if attachments exist in Section 2. This indicator will not show if there are no attachments.
What do you enter in the Additional Information section?
The Additional Information section in Section 2 is intended for entering comments or notes to describe special circumstances, such as employment termination, EAD auto extension, E-Verify case number, etc. Some of these details are automatically populated in this section by the system when Section 2 is saved or electronically signed after entering the Section 2 details.
The system displays the messages in the following cases:
- I-9 Expiration Date/I-9 Work Authorization End Date - this is available once Section 2 activity is saved/electronically signed
- Case Number - this is available once the DHS case number is generated in E-Verify processing
- Employment Termination Date - this is available if the termination date is entered for the transaction through I-9 Console
- EAD auto extension transactions - Date on which the transaction was considered for auto extension
- Eligibility Category Code/Class Requested - this is available once Section 2 activity is saved/electronically signed. Applicable when the New Hire chooses "A noncitizen authorized to work" eligibility type.

The system generated messages cannot be changed. However, additional notes can be added by clicking the "Add Additional Information" button.
Enter the additional notes on this page and click "OK".
The note entered on the previous page will populate in the Section 2 activity as shown below.
Note: Also, a checkbox is provided below the additional information section to indicate if an alternative procedure is used for remote verification of documents in Section 2. This alternative procedure is allowed only if the Legal Entity (Company/Business Unit) through which the employee is hired is enrolled for E-Verify which means a row exists for the Company or Business Unit in the DHS Client setup. If the legal Entity (Company/Business Unit) is not enrolled in E-Verify, this checkbox will be disabled. Furthermore, when this checkbox is marked, the system will enforce to attach supporting documents in Section 2 if supporting documents are not attached in Section 1.
Where do you enter employee's hire date in Section 2?
The hire date in Section 2 represents the New Hire's first day of employment. When Section 2 is opened, this field may or may not be pre-populated. If the hire date is already populated, you can change it to a different date if necessary. If the field is empty, you should enter the date of employment before saving or signing the activity.

How do you attest to the New Hire's information and complete Section 2?
After entering the document data in Section 2, the I-9 Specialist can save the information by clicking the "Save" button. This allows them to make adjustments to the data until the form is electronically signed.
When you are ready to sign the document, check the "I Agree" checkbox. This will replace the "Save" with "Electronically Sign" button at the bottom. Click the "Electronically Sign" button to complete the activity.
When do you need to provide the overdue reason in Section 2?
The "Overdue Reason" will be activated in Section 2 when Section 2 verification is not completed within "Hire Date + 3 business days". For details on completing Section 2 with Overdue Reason, please click here.
How do you assign Complete I-9 Section 2 to a remote user?
I-9 Specialists must review New Hire's employment eligibility documents and record the information in Section 2 of the Form I-9. Instead of completing the Section 2 activity themselves, I-9 Specialists can assign this task to a remote user to complete on their behalf. This can be done by clicking the "Assign Remote I-9" button at the bottom of the page.

How to rollback to the previous I-9 state from Section 2?
With the help of restart action, the process can be rolled back to previous I-9 Section 1 state in edit mode. The I-9 Specialists can initiate this process by clicking the Restart Section 1 button given at the bottom of I-9 Section 2 form.

Can you edit document information after completing Section 2?
It is possible to edit Section 2 document information until DHS case number is generated for the transaction in E-Verify. Navigate to Complete I-9 activity and click the "Edit" button.
This "Edit" button will not be available in Section 2 activity once the DHS case number is generated.
Section 2 opens with saved data populated in the fields as shown below. Make the necessary changes and save. Click "Cancel Edit" if the edit needs to be cancelled.

How to download Section 2 signed forms and attachments?
Download signed forms from the Section 2 activity:
Upon completing the Section 2 activity, I-9 Specialists can download the signed forms by clicking the "Download Signed Forms" icon located in the bottom right corner of the page.

Note: In the Section 2 print, the Supplement B page - Reverification and Rehire (formerly Section 3) will not be included. The Supplement A page, containing preparer/translator information, will only be presented if preparers/translators are used in Section 1.
Downloading signed forms via Invitation Console
From Invitation Console the signed forms and attachments can be downloaded through the "View Process" link.
This link will open the process viewer page as shown below.
Click the "Download" button located below the employee profile to access options for downloading the packet, signed forms, and attachments.
Clicking on "Download Signed Forms" will download a zip folder containing all the signed pdfs including I-9 forms as shown below.
Clicking on "Download Attachments" will download attachments from Section 1 and Section 2 activities. When multiple attachments are present, a zip file will be downloaded. If only one attachment exists, it will be opened directly.
The "Download Packet" link will download a zip file containing folders for each activity within the process, as shown below. These folders will also include any attachments uploaded during the respective activities.
Clicking on the I-9 Section 1 and Complete I-9 folders will open the attachments uploaded during those activities.
Another option to access these forms is through the Invitation Summary. Click the Invitation ID link for the selected invitation and select "Invitation Summary" link from the options.
At the bottom of the page you will find the options to download the signed forms and access the process viewer page. Navigating to the process viewer will allow you to download the signed forms and attachments.
Downloading signed forms via I-9 Console
Search for the transaction in the I-9 Console and click the I-9 ID link. Select "I-9 Summary" from the options.
Click on the "View Process" to open the process viewer page and download the forms. The "Download Packet" option in the I-9 Summary will only download I-9-related reports, but not all the signed forms for the activities in the process.
Clicking on "Supporting Documents" folder will open I-9 attachments uploaded in Section 1 and Section 2.

How do you complete Section 2 after restart?
To access the restarted activity, navigate to the My Tasks console and click on the "Complete I-9" link for the transaction.
The Section 2 activity will be available for editing as shown below. The I-9 Specialist can make changes to Section 2 data as needed.
In the Additional Information section, enter any notes or comments as needed.
You can check or uncheck the "Check here if you used an alternative procedure authorized by DHS to examine documents" checkbox based on whether an alternative procedure was used for remote verification of documents.
Note: This alternative process is allowed only if the Legal Entity (Company/Business Unit) responsible for hiring the employee is enrolled in E-Verify, meaning it has been configured in the DHS Client Setup. If the Legal Entity is not registered with E-Verify, this checkbox will be disabled. When selected, attaching supporting documents in Section 2 is mandatory. Even if the checkbox is not checked, you may still be prompted to upload attachments in Section 2, especially if attachments are configured as mandatory in I-9 activities.
If Section 2 is assigned to a remote user, and they check the "Check here if you used an alternative procedure authorized by DHS to examine documents" checkbox, they must upload the supporting documents while completing the activity. In this case, the I-9 Specialist is not required to upload attachments during the Section 2 review.
After entering the data, check "I Agree" and electronically sign the form.
After completing Section 2, the process will navigate to the E-Verify activity. Create case and continue with E-Verify processing.
